His Personality

Reno is one of the villians of Final Fantasy 7, a member of the elite Shinra force called the TURKS.
There main existence lies in doing all the dirty work for the president it seems, Assasinations, Soldier recruitment, spying, fetching coffee and donuts, whatever.
Rufus is leader and they quite enjoy the work, I should say. And likely get plently of added benefits.
Reno is the second-in-command under Tseng, though how is anyone's guess. He's a slacker who never tucks in his shirts and squanders company time by drinking in bars and likely picking up gals.
Likely he shows up for work late and gets yelled at a lot.
Even so, he's got the strength and the guts to kill or destroy whatever the current target is, even at the risk of his own life as he displayed by jumping off the Support Tower to avoid the explosion.
The Turks obviously look out for each other and have great loyalty, however Reno only looks out for Reno.
Although, as he says himself, he won't sacrifice himself for his job.
This makes me think that his loyalty to ShinRa is different to his loyalty and pride as a Turk, and its there as long as he is paid.
And he does take pride in being a Turk, that can be seen by the way he talks. What matters is that he does his job well.
He is much smaller than his partner Rude, who looks like an unpleasant bouncer.
Reno is physically skinny, although he's also tall. He appears to have bad posture and his messy and unkempt uniform contribute to his personality. Despite this appearance he's strong, as I'm sure you'd have to be to survive any length of time in the Turks. So he must be muscular underneath, and he does put up a good fight against AVALANCHE.
He seems to have a close relationship with Rude, another reason why this pairing is back in the movie.
Showing they are real friends and still have a close bond after the fall of Shinra.
In the game Reno is the only Turk who's crush you don't find out, although I'm sure that whole thing is just for comedic value. But I think he has a soft spot for Elena from the way he talks to her. He knows she can look after herself, and he just wants to see her become a better Turk.
The Shinra
The Shin-Ra are described as a mega-conglomerate. A corporation that has diversified in operations usually by acquiring enterprises in widely varied industries.They control everything. Primarly they are an electric company, supplying power to the people through Mako energy, but really, they are so much more than that. They control all the towns, the media (as Aerith says in Kalm "you can't trust the newspaper, it's controlled by Shin-Ra"). Propaganda is a beautiful thing, most of the people don't seem aware of the extent of Shin-Ra's power, and how ruthless they are. Most of the disillusioned ones have the pleasure of living in the slums of Midgar, and can't do anything to help themselves. Or just don't want to. And who can blame them? The Shin-Ra wipes out opposition with no mercy (and it's usually the Turks doing it, if what I know about Before Crisis is correct). You experience the Shin-Ra's wrath throughout the game (the plate dropping, Corel flashback, the assasination by gassing attempt).
Why Reno?
Reno is a character that stands out not only by his appearance but his personality too he oozes personality and very has a very interesting backstory. He has turned into quite the pin up in his Advent Children form, complete with silver earring. I think his Advent Children design suits his personality well. He looks like an over confidant troublemaker with a sense of humour (in the tongue-sticking out piccie).
Even the way he talks in FFVII suggests quite a black sense of humour.
